Senators: Companies with "mass layoffs" shouldn't hire more foreign workers

Two senators have proposed an amendment that would restrict companies from hiring more foreign workers if they are planning "mass layoffs" that will reduce the US workforce. Such an amendment could affect a number of big tech companies that are still pushing for an increased H-1B cap.
